Food Safety Systems are becoming an industry norm for many retailers world-wide. It means for food and primary packaging producers that the have to adhere to standards that are aligned to ISO 22000, the international standard for the food industry.
HACCP stands for HAZARD ANALYSIS CRITICAL CONTROL POINT SYSTEM and is a documented system (in other words you have it written down) for all industries that are involved in food production or packaging.The requirements are derived from the Codex Alimentarius (Latin for the “BOOK ABOUT FOOD” ) that was set up by the World Health Organisation and the World Trade Organisation in order to be able to prevent contamination of food products for human consumption.It also includes pet food and food for domestic animals. It has 7 principles that have to be closely adhered to and must give food-related industries (especially the food retailers) confidence that products from a HACCP compliant company is safe for consumption.The reason for this is that Good Manufacturing Practices for the relevant industry (dairy, grain, meat and poultry, fish and crustaceans etc.) are in place and monitored, checked and records are kept in order to provide proof of compliance and enable traceability right back to source.The difficulty that arises is that many countries, trading zones and even retailers have their own interpretation and requirements that often include not only safety but also quality requirements which are sometimes termed as Total Quality Management or something similar. This makes it very difficult and confusing for the food manufacturer.When it comes to small and medium food processing companies, it becomes virtually impossible to set up a system, because the requirements for resources are so great that it becomes impossible to run a profitable business.Like all new requirements that are subject to interpretation, in many instances policies and procedures are overdone and cumbersome and are sometimes not even needed.

Why do companies need it?
More and more companies make it a pre-requisite that their suppliers are HACCP compliant in order to be considered as a preferred supplier. In time all food manufacturers and outlets will have to comply. Why? Because it is not only a requirement by industry, it is also a law to comply with food and health and safety regulations.
In the case of South Africa it forms part of Legislation (Government Notice No. 908 of 27 June 2003).If your company produces and sells food and you have no Critical Control Point System in place, you are effectively breaking the law and you can be prosecuted.The reality is that if you do not start to implement a HACCP based system, the future of your business will be threatened.
How can my company comply?
You have to create a manual that addresses the requirements pertaining to your industry and company and document Good Manufacturing Procedures and Policies that apply to your specific situation. Critical Control Points have to be defined by using the Decision Tree provided by the Codex Alimentarius. You also have to compile an Instruction Manual that is acknowledged and signed by relevant staff, to prove that the critical control points that you identified at your HACCP Analysis Meeting are controlled through specific instructions.An audit program has to be established and Chemical and Pest control providers have to be appointed to provide you with the necessary safety data sheets and monitoring programs and cleaning schedules that are optimised for your company needs.The most effective way is to outsource the implementation to a reputable company that has experience in quality and risk management systems and is enthusiastic about assisting you to achieve HACCP compliance.It is therefore crucial for management to check the credentials of service providers and to be comfortable with the approach of the individual tasked to implement HACCP and apply the requirements to your needs.The right company will set up a simple manual that can be understood and maintained by existing staff and will be able to train staff and management on all requirements in an easy, non-technical way and provide the necessary training material to enable you to do induction training on new staff by yourself.It should not be necessary to employ extra staff, especially with companies that have acquired an intimate knowledge of their products and have had very few complaints from customers in the past.

It is comparable with making your quality assurance manager, who measures your outgoing and incoming products, the department head for quality management.
